National War Labor Board, Daily Newspaper and Publishing Commission records, 1941-1945.

Reports, lists, and other records of the Daily Newspaper Printing and Publishing Commission, as a subdivision of the National War Labor Board, located in Chicago (Ill.). The Commission was established by Executive Order during World War II and located in Chicago because the newspaper industry's principal trade organization (the American Newspaper Publisher's Association) was headquartered there. Materials were collected by Jean Gayton Carroll, a hearing officer for the Commission, who presided over labor dispute hearings involving wages established by the Commission's arbitration awards, 1942. Present are the Commission's report on recommendations for the New York Tribune; a typescript "Annual Report on Industrial Accidents in Illinois for 1941" (1927 p.); summaries of Commission decisions involving the American Newspaper Guild, CIO, 1944, and a brief filed by that organization in 1945; and a file on the Commission's internal affairs, including a list of staff positions, case-load analyses, and copies of personnel actions.

The National War Labor Board, a tri-partite body established in 1942 by President Franklin D. Roosevelt, was charged with acting as an arbitration tribunal in labor-management dispute cases, thereby preventing work stoppages which might hinder the war effort.
